[COMMITTED] Add comments for processing extra pseudo-hwcaps from vDSOs.


The following patch adds comments to the process of loading
a pseudo-hwcap from a vDSO into dl_hwcaps.

The comments should be self-explanatory, if they are not please
shout and I can adjust them.
