Make libm-test START and END into ordinary macros


The START and END function-like calls in libm-test.inc no longer do
anything needing special processing by gen-libm-test.pl.  This patch
replaces START by an ordinary macro, and END by macros END and
END_COMPLEX (for the two cases according to whether function ulps are
real or complex).  The END and END_COMPLEX macros do not take any
arguments, so avoiding a duplicate copy of the function name (the
version of the name that appears in test names, e.g. acos_downward)
with the potential to get out of sync with the copy used with START.

Tested x86_64 and x86.
