I thought that came with binutils but I was wrong; on my system it was
pulled from 4.4. Try /src/usr.bin/tsort/tsort.c from your favorite
*BSD mirror.
I'm open to suggestions on how to do it differently. We'll distribute
the file it's used to generate, so it's probably not a major issue.
