stable sys/timex.h

This patch decouples sys/timex.h from the kernel headers. ntp 4.0.90d
is happy with the changed file.

I'm not sure we should be exporting __adjtimex, but I left it alone
since it'd be a binary incompatible change.

	* sysdeps/unix/sysv/linux/sys/timex.h: Copy out
	user-space-relevant definitions from linux/timex.h of kernel
	2.1.130 and remove include of kernel header.

	* sysdeps/unix/sysv/linux/adjtime.c: Remove portability crud.
