The GNU machine has moved and Gnats has not been set up.:-( Shouldn't you mention that the locale format has changed and therefore the compiled files have to be recompiled. I suggest: The internal locale format has been changed. All locale information has to be regenerated with localedef, static programs using i18n features from earlier releases (including test releases) have to be recompiled to work properly.
