powerpc/sysdep.h change


This change simply moves all of the powerpc asm syntax stuff from
sysdeps/unix/sysv/linux/powerpc/sysdep.h to sysdeps/powerpc/sysdep.h, so it
can be used by other powerpc ports (there is a hurd-powerpc port in the
works).  I don't have a powerpc machine or a powerpc cross-build
environment, so I haven't tested that this truly doesn't break anything,
but I can't see how it would change anything at all.
