alpha inline syscalls vs __thread

I knew there was a reason I had written the "v" constraints in my
2002-11-07 patch. It avoids an otherwise unavoidable compiler abort
when using __thread.

	* sysdeps/unix/sysv/linux/alpha/sysdep.h (inline_syscall_r0_asm): New.
	(inline_syscall_r0_constraint): New.
	(inline_syscall[0-6]): Use them.
