This is done similarly in several places. You mean like ./libc23/nptl/sysdeps/powerpc/tcb-offsets.sym. This works because the tcb is defined in tls.h. But struct rtld_global is defined inline in rtld.c! Can this stuct be moved to a header? Seems like with the initialization and the #include dl-procinfo.c this would ripple across several arches.
