Bugzilla's Version field needs to include 2.4

Subject: Bugzilla's Version field needs to include 2.4

With the release of glibc-2.4 we need to updated bugzilla to include 2.4
etc in the "Version" field and pull-downs.

If you need help with this, I think Daniel Berlin is your best bet.
