kernels", but haven't been able to find any such patch for 2.4.18.

no problem.. yeah I do remember 2.4.17(kernel), in my case over here I follow glibc/kernel through git.

As for 2.3 was looking here:

but for any patches for tls I'm not seeing much except for:
glibc-2.3.4-tls_assert-1.patch

looking at the dates, it's not that ancient(2004);
