Currently, date_fmt of zh_CN locale is obsoletely the same as en_US locale,
which is obvioursly wrong.
There is a China national starndard GB/T 7408-94 which equals to ISO 8601-1988,
which defines the how the date/time should be represented in computers.
According to GB/T 7408-94, we are not using any Chinese characters in date_fmt,
d_t_fmt and t_fmt.
If you want to make a change, I'm very happy to provide a patch on zh_CN.
