OK. You expected that some e. g. Czech will go to Poland to search something 
in a library :) .

There are many programs other than `date` using date locales (e. g. `svn 
log`). Most of them don't support customizing of any aspects of date 
independently from used locale.

It is English-specific. It doesn't reflect the fact that some languages (at 
least almost) never use abbreviated months names.
