[Bug localedata/4821] New: Suggested new LC_TIME keywords: d_sep and t_sep

I think that LC_TIME should have 2 additional keywords: d_sep (date parts
separator) and t_sep (time parts separator).
d_sep and t_sep could be indicated by e. g. "%q" and "%Q" if they aren't used
now.
Some programs use e. g. "%d %m %Y" or "%d %m %H:%M" which are incorrect in
some locales. Instead these programs should use "%d%q%m%q%Y"
or "%d%q%m%q%H%Q%M", respectively.
In "C" / "en_US" d_sep would be " " and t_sep would be ":".
Introducing d_sep and t_sep would be very helpful for solving of some problems
concerning LC_TIME locales.
