problem with russian locale

Hi,
I am running a GUI program on an embedded ARM board (PXA 270@520MHz). I
have some locales installed, and they are working, my software gets
translated. My problem is that when I change for the russian_Russia
locale (ru_RU), the software runs very slow. I figured out that the
problem is within the LC_CTYPE category: when I change this category
(and only this, the other remain ru_RU) to another locale, the software
runs normally. Interesting is that I have tried the russian_Ukraine
(ru_UA), which is - I think - similar, and it worked perfectly.
Could somebody please help me to solve this problem?
