I can't speak for Ulrich, but perhaps the Bulgarian team of the Translation Project would be good people to review the new locale? I see you are member of that team, but ack from someone else might be helpful.

Version 3.0.1 - http://fsa-bg.org/pipermail/dict/2010-March/004743.html with details about changes (in Bulgarian). The post include test cases and diff file for protocol.

The version posted to libc-locales bug tracking system is 3.0.2 as Cyrillic is first in collating sequence and upper case letters precede lowercase.

About differences - please find attachment test-bg-locale.tgz:
- test-bg-locale.sh : shell script to test locale settings wit limited functionality as cann't test dates before 1901-12-14;
- test-new_bg_locale.c : more advanced test case - C program;
- bg-test-new : result of test-bg-locale.sh and test-new_bg_locale.c now ( file in UTF-8 );
- bg-test-old : result of test-bg-locale.sh and test-new_bg_locale.c before ( file in UTF-8 );
- test-sort.sh : test sort of cyrillic and latin;
- test-sort.txt: result of test-sort.sh for new locale;
- bg_BG.diff : unified diff for the protocol


I will add some more comments to the bug.
