I'm not sure about the exact priorities myself, I wonder what thoughts
other might have; my personal opinion would be to take heed primarily by
the standardization authorities, then the language authorities, but it
also depends on their reputation and formal and informal power they hold
in the respective country. I wonder if anyone else has thoughts on this.

However, the top priority I think is "avoid needless changes in glibc".
Existing practice is extremely important - it is what people are used to
see, learnt to deal with, and people are very sensitive to any changes;
also, when deciding about changes, the proponents of change are usually
much more vocals than people who like the current behavior (since they
probably don't know about any changes being prepared in the first
place).

So my primary criterion would be "keep doing what we do, unless it is
extremelly annoying - unexpected/strange/plain wrong".
