ARM: Fix the licensing on a couple of files

These files, unlike the batch in my last mail, have no plausible reason to
live in libc.so.6.  They're only for compatibility, and they really do
generate constants.  In addition the signal handlers _must_ be in
libc_nonshared.a, because they use SHN_ABS symbols.

But if they're going to live in libc_nonshared.a, they need to have the same
license as the rest of that library.

Roland, is there any reason not to apply this patch?
