Sorry if these are FAQ that I've missed, but... 

  Should a bug report against libstdc++ (not -v3) be submitted here -- 
  I'm guessing not, but where should they be filed?

  What is the official status of libstdc++ (not -v3) WRT to bugfixes,
  especially those bugs related to non-compliance with the std.
