What kind of system are you using? 

If you are using any kind of normal unix box, you should be able to
simply run `configure'.  Follow the directions in the README file.

If you are running Windows, you'll probably need to use cygwin in
order to make your machine look like a unix box (see
http://sourceware.cygnus.com/cygwin).  Although, I haven't tried this
myself.
