I have used newlib with this CPU.  The libc portion seemed to work well.
The odd non-IEEE floating point format lead to problems with libm.

I collected some free FP routines that we used but I never was satisfied
I had a completely working libm solution.

FYI it you want a free real-time OS for the C3x/C4x, I did the work on
newlib in support of the RTEMS port to that CPU family.
