ARM elf cygwin build help

Subject: ARM elf cygwin build help

Hi 
I am trying to build newlib 1.10 for arm elf under Cygwin
The configure runs ok (no errors)

../newlib-1.10.0/configure --target=arm-elf

when I make I get 
Making all in arm
make[6]: Entering directory `/usr/local/build-newlib/arm-elf/be/newlib/libc/sys/arm'
make[6]: *** No rule to make target `all'.  Stop.

In the arm subdirectory I have:
config.log and confdefs.h and no make file

Is this a configure problem ?


Do anyone have any hints
