patch: morpho ms1 support


Hi Jeff.  Hi folks.

Here is a patch adding support for the ms1-elf target in newlib.

As the rest of the port, it was written by Stan Cox, Michael Snyder,
Nick Clifton, and Will Cohen.

I have tested the patch on ppc64-linux x ms1-elf, with the GCC patches
I'm just about to contribute :-).
