Here is a patch to add a brief introduction to the newlib libc
documentation. I've included a few other minor changes to the same file:
* The list of nodes in the top-level menu does not match the order of
those sections in the document. The patch moves the "Reentrancy" and
"Syscalls" menu entries to fix that. (Part of the problem may have
been due to confusion with the "sys" entry, for which there is no
documentation, in SUBDIRS in the makefile.)
* I generate an HTML version of this document and I like to have the
top-level menu in the HTML, so I changed the Top node to be guarded by
@ifnottex instead of @ifinfo.

* libc/libc.texinfo (Top): Surround this node with @ifnottex
instead
of @ifinfo. Update menu to add Introduction and match SUBDIRS
order.
(Introduction): New section.
