Note that strncasecmp.c is also changed to correct the minor documentation error.

        * libc/string/strcasecmp.c: Optimized rewrite.
        * libc/string/strlwr.c: Avoid passing signed char to tolower.
        * libc/string/strupr.c: Avoid passing signed char to tolower.
