Subject: [Patch libgloss] : Accept "arm*" instead of "arm" in libgloss

Hi,
This patch accepts "arm*" instead of just "arm" in target spec in
libgloss(newlib part is ok), 
which supports building newlib/libgloss for armeb-* target.

Tested by building armeb-none-eabi target.
Is it OK?
