Local arrays are now a semantic failure, instead of a translation failure.
Commit 5abd36 Block local stats and arrays in pass 2 changed when a
local array is detected as failure.
* testsuite/transko/three.stp: Moved to...
* testsuite/semko/array02.stp: ...here.
