Good point, the code should tolerate !CONFIG_CPU_FREQ.
This should now be fixed. I don't have a kernel laying around
without CONFIG_CPU_FREQ, so can you test this Guanglei?

I verified this against 2.6.17-1/ppc64 without CONFIG_CPU_FREQ. It
worked for me. Thanks.
