See the PROCFLAGS hack in configure.ac. Something similar needs to be done
in the spec file too, to ensure that e.g. on ppc64, libcap-devel.ppc64 gets
prereq'd rather than plain 32-bit libcap-devel.
But I'd much rather see bug #4037 fixed, which should make this issue go away.
