ctime(gettimeofday_s()) gives only UTC data. We've had a request to
generate local time zone dates too. Here's one possible way:
* extend staprun to pass a new message to the runtime upon startup,
containing the current glibc tz_gmtoff value.
* write a new tapset function localctime() that subtracts that value
from the incoming number of seconds
