A request has come in to support a new level of stap user privilege,
below root-equivalent stapdev but above unprivileged stapusr. The
defining characteristic is to be that custom embedded-C capability
is to be excluded from stapdev.
This is likely to require infrastructure such as that used for stapusr
(a compilation server, signatures, ...) to be secure.
