configure.ac mentions AM_GNU_GETTEXT_VERSION, but not a version.
Without it autoreconf will run autopoint, but autopoint won't know what
(minimum) version to use to install the support files. Using
AM_GNU_GETTEXT_VERSION(0.18.1) seems appropriate, but then autopoint will
install extra files under m4. Is that what is intended/needed?
