Ooops -- yes, I was confused between neutral and independent sides. As I
see it, neutral sides should be defensive, but otherwise full AIs. (Does
it work to force this via treaties/agreements?) Each unit of an
independent side should act independently, producing units (if capable)
which immediately become independent themselves. (Possible problem: city
produces new barbarian horde, which promply attacks city.)
