In theory yes, in practice nobody has written this code yet.

   Each unit of an
   independent side should act independently, producing units (if capable)
   which immediately become independent themselves.  (Possible problem: city
   produces new barbarian horde, which promply attacks city.)

Presumably there would be no reason for an independent horde to attack
an independent city, so it shouldn't do that.  There are situations
where independent units should attack independents, such as lions and
zebras in Africa.  Part of adding behavior to independents is adding
mechanism to specify who will do what with who, and how hard they will
try (healthy lion might attack an elephant, injured lion might slink by).
