More Civ emulation


In my tradition of hacking up until my wife yells "get away from the
d*mn computer, it's time to go to the airport!" :-), I've checked in
some more Civ emulation improvements.  In particular, the Civ combat
model ("combat model 1") is now implemented, as are default material
conversion rates and the ability to toggle production within the city
radius by clicking on cells.  So it is now actually possible to play
the civ2 game!

Still needs some tuning though - without the effects of city
improvements, civilization growth and advancement is pretty slow.
Looks pretty funny when it's 1000 AD and your guys are still trying to
get the hang of iron working...
