Seriously, only a band of warriors with a set of radios could be this
disorganized.

Consider this from a WW2 Europe 1942 game that I just played as the UK
with all other sides run by AI mplayers (is this the game Hans referred
to?):

The USA is allied with the UK and the USSR, but is across the Atlantic
and has not yet mobilized. Once they mobilized, they had plenty of
ground troops (infantry and armor), but no ships to take them to the
battlefield! It wasn't until I sent some of my own ships to New York
that the American forces actually got onboard and I gave them a lift to
Normandy (at this point, I had liberated France *on my own*)! The
American forces then proceeded to conquer Spain; they never faced the
Germans or the Italians.

I also noticed Soviet forces that were conquering Turkey while German
forces were just a few hexes away from Moscow! Several times, Moscow
shifted from being a Soviet city to being a German city, and then back
to a Soviet city. Shouldn't those forces have been defending the
capital?

Or how about when I launched a surprise attack on Italy with one convoy
and one armor division and captured Rome in a month (one turn)? Soon, I
had control of every town, city, and capital in Italy, but the mplayer
didn't give up (it still had some land, I guess). Then, once my forces
were squeezing Germany from the west (and had captured Berlin) and the
Soviets were squeezing from the east, Germany gave up and donated
everything to Italy! Of course, the Italian (formerly German) forces
were quickly squashed by my forces and the Soviet forces.

Now, wasn't the USA supposed to be the determining factor in this war?
I probably could have won even if everyone allied against me as long as
all the other sides were controlled by AI mplayers!
