What about shuttles?  I tried it both ways on my computer, and with
"Last side wins" enabled, I saw it build enough shuttles to (sort of)
get its troops and engineers around.  Of course, if I played against the
AI, I'd be moving so much more quickly and efficiently that it wouldn't
stand a chance against me.

No, I saw it crash when *anyone* tried to upgrade a city.
