That's strange. mp-to-enter-terrain is 1 by default, so unless you set it
explicitly to 0, ships should always be able to enter adjacent hexes. I
assume you set mp-to-traverse to 1 in order to enable the border slides,
and just left mp-to-enter-terrain alone?
