"Tactical Commander attempts to provide a general interface and engine
for the development of any kind of hexboard based game. The primary goal
is realism. The first scenario package will be similar to Panzer General
but much more realistic."

X11 only.  Claims Alpha project status.  No files released, but CVS
available.  Have fun checking it out, I can't.
