playable again with a few problems

This broke some time ago (a year or two? months?).  I guess I should
have said something at the time, because it might have helped narrow
down which change caused the problem, and now I don't really remember
when it was.

The symptom is that you type "r" (for example, for a fighter in the
standard game).  And instead of flying back to a base/town/city, the
fighter just sits there.  The display shows

"Plan: Passive SupplyLow. 2 tasks.
Move to 41,14; then Resupply all."
