Improved tcltk map drawing code.

- Subject: Improved tcltk map drawing code.
I have completed an overhaul of the map drawing in the tcltk interface. It
now shares more code with the Mac interface, which will make coding easier
in the future, and several improvements have been ported from the Mac
interface. Unseen cells are now drawn correctly also at the map edges and
it is possible to show coverage and coatings at the same time (see the WWII
Europe 1942 game for an example). Several minor bugs have also been fixed,
mostly in the isometric drawing code.
If you find any (new) bugs that emerged as a consequence of this, please
let me know.
