Right.  That was my rationale for the enclosed change.  Although it
was especially with the AI in mind, it seems logical for the human
player as well.  Before this change, I usually would turn back my
fighters after 8 hexes rather than 9 manually.

I suppose if other human players prefer 50% or some other number,
perhaps this should be under player (rather than just designer)
control.  But in the meantime, just editing the number in stdunit.g
certainly suffices.

    * lib/stdunit.g: Up resupply-percent to 60 - the AI's bombers and
      fighters, especially, were crashing.  50% leaves no margin for
      error (hit submarine, enemy units in the way, trying to resupply
      from a carrier which moved, &c).
