Yes. In the Tcl/Tk interface anyway. Just click on the "Connect"
button in the setup screen. You can host a game or join another
game.

There are a couple of other Windows users out there who have
expressed interest in playing a network game against other humans.
On Linux, the networking seems to be fine. It is inconclusive if
the Windows networking is okay. My recollection is that people
have been able to play at least a few turns when a Windows peer
was in the mix. More testing would certainly be most welcome.

The default port is listed in the connection window. This port can
be changed if one needs to slip through an existing hole in a
firewall.
