XSL is XML compliant. Empty elements (even HTML) have to
be well-formed.
This will work:
<xsl:template match="Line">
<xsl:value-of select="."/>
<BR/>
</xsl:template>
Either <BR/> or <BR></BR> will work. This rule is also
true for the <HR> and <IMG> HTML elements.
