If the above works (xsl:value-of with no select attribute), then you are
probably using Microsoft's 1998 dialect of XSL. Don't waste any more time on
it, it's obsolete.

Assuming you want an XSLT 1.0 answer,

<xsl:copy-of select="@*[not(self::ID or self::Version)]"/>
</Target>
