Not from within XSL<xsl:variable

the xsl files need to be included first as otherwise you couldn't
evaluate (in general) the variable.
In some contexts it is possible to load the stylesheet into memory
and then dynamically alter it via dom scripting or some such before
applying it to the document)
Or of course you can use XSL to transfrom the stylesheet, writing out a
new stylesheet that is applied to the document.
