you are using xsl:import so important precidence is considered before
priority.

which means that your match for * has hight import precedence and
overides everything.

You could use xsl:include instead.

It's not clear why you are repeating the rule for * @* and text()
which look to be the same as the default rule. By repeating them you are
just moving them up th eimport tree, with the effect you observe, so you
could delete th etemplate for *, i think.

Or if you want to keep things as they are (because your real situation
is more complicated) look into using apply-imports rather than
apply-templates so that templates in imported files get a chance.
