No. People are always trying to use variables as textual macros, and it
doesn't work, because they aren't. Variables hold values, not expressions or
patterns.
I'm still waiting for someone to request:
<xsl:variable name="inc" select="'import'"/>
<xsl:$inc href="ss2.xsl"/>
