Another update:
I should have done a little more research before I posted the original problem--my apologies. The Xalan processor does NOT demonstrate this behavior. I accidently had my code pointing to another processor (which does have the bug), but Xalan is not the culprit. Thanks to all who took the time to respond...

Interesting behavior. When I use Mike's suggestion, I get the same results (40,000). When I use Jason's suggestion, it doesn't mess with it. Thought I'd share just in case anyone runs across the same issue...

Did you try enclosing it in quotes so that Xalan thinks it's a string?
<xsl:value-of select="'40000'"/>
I would hope that it doesn't try to format that for you.

This behavior is incorrect, I would submit a bug report.
You could try converting to a string first, select="string(40000)"
