You probably want:

/interAgency/conRec[contactID=$newcontactID]/file/@href

But you need to be careful here - links to local files will only work on
your own computer (and should be prefixed with file://).  If you need to
refer to files you'll need to put them inside your webserver's home
directory, then make the reference relative to the server's root directory.
