Since "<% --- %>" is incorrect syntax in both XML and HTML, the only ways to
generate it are either (a) using the text output method, or (b) using
disable-output-escaping="yes".
disable-output-escaping is there in the language specifically as a pragmatic
solution to the requirement to generate "almost XML" output formats.
